Featuring Willie Taylor, CEO of the Permian Basin Workforce Development Board

Willie Taylor, CEO of the Permian Basin Workforce Development Board will be sharing on how to maintain a skilled workforce in the Permian Basin while dealing with an economy that is at full employment levels. Mr. Taylor will also highlight some Labor Market data projections and future demand occupations for the Permian Basin. 

About Willie Taylor


Willie Taylor is a life-long resident of Odessa.  He attended college on a baseball/basketball scholarship and received his Bachelor's degree from West Texas State University at Canyon, Texas.  After college, Willie went to work for Phillips Petroleum working in oil and gas production in New Mexico and Texas.

Willie is currently the Chief Executive Officer of the Permian Basin Workforce Development Board.  He has been employed in the Workforce Development business for over 46 years in the 17 counties of the Permian Basin.  His responsibilities include oversight and administering a 13 million dollar agency, charged with meeting the employment needs of local business, employees, job seekers, veterans, and youth in the region.  One of the main responsibilities of the Workforce Board is to develop a regional targeted occupation list, working with Economic Development groups, Career/Technical Dual Credit programs in local schools, and Community Colleges.  The Board also prepares the regional strategic/operational Workforce Development Plan.

Currently Willie serves on the Permian Basin Airport Board, President of MCH Family Clinics, Greater Odessa Rotary Club,Chair Odessa Enterprize Zone Committee, and a number of Educational Advisory Committees. 

Willie’s reputation for leadership has extended beyond the Permian Basin. He has been the recipient of United States President’s Summer Jobs Award and has professional affiliation with the National Association of Workforce Boards, Texas Association of Workforce Boards the National Association of Counties and Odessa Community Service award for Government.
