PBSHRM Speakers

The Programs Committee for Permian Basin Society of Human Resource Management (PBSHRM) is accepting proposals from Speakers who wish to present at our monthly chapter meetings in 2024. The Permian Basin Society for Human Resource Management is the area's leading professional association for HR professionals. Our membership includes representatives from many industries in the area, as well as a varied workforce. We are a local beginning point for networking, knowledge, professional development, and continuous support of excellence in Human Resources, whether you are new to the sector or have many years of experience. 

PBSHRM does not offer a speaker fee for Lunch and Learn Speakers. The size of, and decision-making authority of the audience and membership, provide an outstanding opportunity for speakers to increase their visibility and establish valuable contacts within the Permian Basin TX HR community. 

PBSHRM will reimburse speakers for the Lunch and Learns up to 500 for travel expenses. 

Presentations are reviewed by the Programs committee and are evaluated based on proposed topic, relevance, and overall quality of content and relatedness to the HR profession, originality, and educational value, as well as Presenter's professional speaking skills and references. It is PBSHRM's intent to submit all presentations to the Human Resources Certification Institute (HRCI) and SHRM to achieve strategic or general credit for the benefit of attendees. PBSHRM will work with all Speakers to obtain the necessary information to submit presentations for credit.

Benefits and Your Audience:

In general, our monthly meetings include a diverse mix of HR professionals from generalists to senior professionals in HR, to consultants working for companies or owning their own businesses, and business-related vendors.  Because of our small size, speaking engagements are not paid as we are a non-profit educational group.  We can discuss possible assistance with the cost of travel, etc.  However, you are exposed to over 50 HR professionals at the meeting and more members on our website.  In addition, you are encouraged to come early and participate in our networking event.  And, of course, your luncheon fee is waived.

Randy Anderson

Carol Colley

Randy Anderson, the co-founder of E3 Professional Trainers, brings over two decades of experience in sales and management to his role. As a seasoned Senior Wellbeing Consultant, Carol is deeply committed to optimizing the vitality of employees. Her expertise in musculoskeletal (MSK) strategies is a cornerstone in her role at Gallagher, where she previously excelled in supporting wellbeing strategies for energy and healthcare clients. Carol seamlessly integrates her vendor background into her consultancy, offering a wealth of insights. In her current position, she not only leads impactful consultations but also plays a pivotal role in mentoring team members across the nation, reinforcing her dedication to fostering excellence.

Carol's professional journey began in fitness, evolving swiftly into a comprehensive wellness approach. Since joining Gallagher in 2015, she has brought a holistic perspective, having led global wellness initiatives for top-tier clients in technology, healthcare, and energy industries. Beyond her professional endeavors, Carol is actively involved in her community through participation in local boot camps, soccer leagues, and coaching. This multifaceted engagement reflects her genuine commitment to the broader concept of wellbeing.

With a solid educational foundation, holding a B.S. in Kinesiology from Stephen F. Austin State University, Carol's knowledge, passion, and unwavering commitment uniquely position her to understand and guide clients toward sustainable success in their wellbeing initiatives. Her multifaceted background, spanning fitness, vendor coordination, and leadership roles, underscores her holistic approach to fostering employee health and overall organizational wellbeing.


Barb Fox

Barb Fox is the Outreach Coordinator for the Occupational Safety and Health Consultation (OSHCON) program for the Texas Department of Insurance – Division of Workers’ Compensation.

As a retired AT&T Director, Ms. Fox came from a work environment where safety was a key component of her responsibilities. Her OSHCON duties have included marketing, conducting safety and health promotional presentations, and building relationships within the community, industry, and trade groups to promote the no-cost confidential Texas On-site Consultation program and inform Texas employers of their workplace safety responsibilities and available safety resources.

Ms. Fox holds a Bachelor's degree in Sociology from the University of Texas at Austin and a Master’s degree in Social and Psychological Services from St Edward’s University. She holds General Industry and Construction Specialist in Safety and Health certificates from the University of Texas at Arlington.         



Kathleen Franklin has more than twenty-seven years of occupational safety knowledge and consultation experience. Prior to joining the Texas Department of Insurance - Division of Workers’ Compensation (TDI -DWC) OSHA Consultation Program (OSHCON) as a Safety Consultant, Ms. Franklin served in the United States Air Force for twenty-one years where safety was a key part of her work responsibilities. Currently, she is an OSHCON Safety Consultant with more than eight years of experience.

Her OSHCON duties include assessing and evaluating safety and health programs for compliance with OSHA standards and providing technical assistance. Ms. Franklin, also, provides clients informal training and conducts speaking engagements for companies and organizations on a variety of topics on OSHA standards.

Ms. Franklin has a Master of Science in Human Resource Development/Business Management and has a Certified Safety & Health Official (CSHO) certification in General Industry and Construction.


Holly Williams

Talk to Holly Williams for any period of time and you’re bound to notice some of the reasons her clients like her so much. She’s smart, but not loud. She’s a good thinker, but more than that, a very good listener. She’s a successful lawyer and businessperson, and she genuinely cares for those around her. Those are just some of the reasons that for more than 20 years, companies and individuals have called on Holly for help in important legal cases.

A native Texan, Holly is the only attorney in the Permian Basin who is Board Certified by the Texas Board of Legal Specialization in Labor and Employment Law. When asked to describe what she does, Holly replies, “I prevent and resolve legal issues in the workplace.” Companies turn to Holly to keep them out of trouble. Should problems occur, she fixes them as quickly and painlessly as possible. Whether it is responding to a company’s governmental audit, conducting an internal investigation, or figuring out if overtime is due, Holly knows the applicable laws, relevant regulations, and industry nuances. Individuals turn to her when they believe they have a legal case against their employer or need help navigating an employer’s policies. Holly provides the assistance they need so they can get on with their jobs and their lives.

Ask others what they think of Holly and you’ll hear that she is smart, works extremely hard, and is creative when it comes to solving problems. She says creativity typically comes into play when she is trying to keep clients out of court. Not that she isn’t ready to try cases when necessary. But Holly sees that as a last resort, and as a trained mediator, she can assist two parties that are trying to resolve their differences outside the courtroom. She has represented numerous clients before various state and federal agencies and is licensed in both Texas and New Mexico.



Mike Coffey is an entrepreneur, human resources professional, licensed private investigator, and HR consultant. In 1999, he founded Imperative, a background investigations firm helping risk-averse companies make well-informed decisions about the people they involve in their business.

Today, Imperative serves hundreds of businesses across the US and, through its PFC Caregiver & Household Screening brand, many more private estates, family offices, and personal service agencies.

Mike shares his insight from more than two decades of HR-entrepreneurship on the Good Morning, HR podcast, where each week he talks to business leaders about bringing people together to create value for customers, shareholders, and community.

Mike has been recognized as an Entrepreneur of Excellence and has twice been named HR Professional of the Year.

Additionally, Imperative is included in the prestigious Best Places to Work in Texas list and has been named the Texas Association of Business’ small business of the year. Mike is a member of the Fort Worth chapter of the Entrepreneurs’ Organization and volunteers with the SHRM Texas State Council.

Mike maintains his certification as a Senior Professional in Human Resources (SPHR) through the HR Certification Institute. He is also a SHRM Senior Certified Professional (SHRM-SCP).

Mike lives in Fort Worth with his very patient wife. He practices yoga and maintains a keto diet, about both of which he will gladly tell you way more than you want to know

Holly Darby, a distinguished Human Resources Professional with a career spanning over two decades, has transitioned seamlessly into diverse roles encompassing outsourcing, consulting, contract, and interim positions. Following a successful tenure addressing substantial employee relation issues, optimizing processes, and achieving substantial savings, Holly embarked on a new chapter by establishing her own consulting business post-retirement.

Today, Holly is passionately dedicated to sharing her wealth of knowledge and insights with the HR community, fueled by a mission to address the topics that truly matter. Her comprehensive skill set includes talent cultivation, compliance training, benefit administration, compensation strategy, and the adept management of intricate HR facets such as FMLA and worker's compensation.
